With reference to Your Lordship's despatch

No. 292 of the 6th June, I have the honour to express my concurrence with the proposal of the Civil Service Commiss- -ion that the new scheme for Open Competitive Examinations for Clerkships (Class I) in the Home Civil Service should also be adopted in the case of Competitions for Cadetships in this Colony from 1921 onwards, always assuming that, as at present,our Cadetships will be confined to persons of pure European descent,
